The
position was advertised and staff received four applications. Upon interviewing all four
applicants, staff offered the position to a candidate who refused. After a review of the City's
compensation plan and the 2003 Stanton Salary Survey, on July 22, 2003, staff recommended,
and the City Council approved, a maximum salary increase to $57,500. The position was
readvertised. Interviews were conducted with four of the five applicants who submitted
applications (one applicant declined the opportunity to interview). Based on the results of the
interview, staff is recommending that Leonard Linton be hired to fill the Civil Engineer II
position at $48,300 annually, contingent upon satisfactory background and reference checks, an
employment physical and a drug and alcohol screen. All other personnel polices will apply
normally. Mr. Linton will be subject to a six-month probationary period.

Motion by Councilmember Kurak, seconded by Councilmember Pearson, to recommend that the
City Council authorize the hiring of Leonard Linton as the Civil Engineer II with an annual salary
of $48,300, contingent upon satisfactory background and reference checks, an employment
physical and a drug and alcohol screen.
