2.03 .02, subd. 4. Appointment of Members, Terms of Office and Removal, Unexcused <br />Absences <br /> <br />Any Board of Commission member having three of more unexcused absences in any <br />given year shall be cause for review of member status on the Board or Commission and <br />the City Council shall make a determination, with Board or Commission <br />recommendation, as to that member's continued service on the Board or Commission. <br /> <br />Staff noted that in speaking with the Assistant Community Development Director, the Planning <br />Commission Chair did express that he opposed having alternates. The Assistant Community <br />Development Director indicated he did not recall this topic being formally discussed with the <br />entire Commission. <br /> <br />Councihnember Kurak inquired if the Council is able to amend the Charter or can the residents <br />only do that. <br /> <br />Assistant City Administrator Nelson replied that she would have to research that information. <br /> <br />Human Resoumes Manager Reed explained that the Charter has specific language regarding <br />Boards and Commissions and separate from that the City has a policy for appointing board and <br />commission members. <br /> <br />Councilmember Kurak stated that she thought there was flaw in the current policy because there <br />are people that have missed 50 percent of their meetings on the Plamfing Commission, but they <br />have not necessarily been three in a row. With Town Center coming on board the City cam~ot <br />afford to not have a quorum at the Planning Commission meetings. She noted that she was in <br />favor of appointing alternates. <br /> <br />Councilmember Cook stated that if they amend the policy they need to treat each commission <br />equally. He explained that he had talked with the Chairs of the Park Commission and Planning <br />Commission regarding the issue and there seemed to be an interest in appointing an ex-officio <br />member to the commission. That member would be a non-voting member, but would attend all <br />of the meetings and participate in the discussion. If there was a member of the Commission that <br />has three or more absences then the ex-officio member would fill that position. <br /> <br />Councilmember Kurak stated that she liked that idea. <br /> <br />Councilmember Pearson it would be very important for the people to know up front that they <br />would need to attend the meetings. <br /> <br />Human Resources Manager Reed explained that ex-officio members can participate in <br />discussions, but they would not vote on the issues unless they filled the position of someone who <br />resigned or was removed from the Commission. <br /> <br />Personnel Committee/August 26, 2003 <br /> Page 4 of 6 <br /> <br /> <br />
