Assistant City Administrator Nelson noted that the City Council can amend the City Charter with <br />a 7-0 vote. She also expressed caution over trying to determine whether an absence is excused or <br />unexcused. <br /> <br />Human Resources Manager Reed stated that they could include language in the policy that would <br />state a commission member would be removed from the commission if they miss three <br />consecutive meetings or 50 percent of the meetings in their first six months. <br /> <br />Community Devolopment Director Frolik replied that the restriction should not only apply to the <br />first six months or year, it should be in place for their entire term. <br /> <br />Human Resources Manager Reed stated that she would like to discuss the issue with City <br />Attorney before making any formal recommendation to the Council. <br /> <br />Councilmember Cook requested that staff research both options because they have benefits. <br /> <br />Assistant City Administrator Nelson noted that the one danger in creating an alternate list is that <br />when the City advertises a vacancy they are getting people that had the capacity at that time or <br />were interested in serving on the commission at that time, but that can change. When they don't <br />advertise a vacancy they do not get a fresh draw on people. <br /> <br />Councilmember Kurak stated that the City has to get people on the Planning Commission that <br />can do the work and be a productive member on the Commission. <br /> <br />Assistant City Administrator Nelson replied that she did not think that they wanted a Planning <br />Commission full of engineers and planners. <br /> <br />Councilmember Cook stated that it very beneficial to have people with different backgrounds. <br /> <br />Councilmember Kurak agreed with that. <br /> <br />Councilmember Pearson inquired as to how long it would take to amend the City Charter. <br /> <br />Human Resources Manager Reed replied that she was not sure, but noted that she would discuss <br />the issue with the City Attorney. <br /> <br />Councilmernber Pearson stated that he would like to see the current vacancy filled as soon as <br />possible. <br /> <br />Councilmember Cook replied that staff is moving forward under the current policy, but they are <br />trying to find a way to secure more applicants in the future. <br /> <br />COMMITTEE INPUT <br /> <br />None. <br /> <br />Personnel Committee/August 26, 2003 <br /> Page 5 of 6 <br /> <br /> <br />
