Assistant City Administrator Nelson noted that the City Council can amend the City Charter with
a 7-0 vote. She also expressed caution over trying to determine whether an absence is excused or
unexcused.

Human Resources Manager Reed stated that they could include language in the policy that would
state a commission member would be removed from the commission if they miss three
consecutive meetings or 50 percent of the meetings in their first six months.

Community Devolopment Director Frolik replied that the restriction should not only apply to the
first six months or year, it should be in place for their entire term.

Human Resources Manager Reed stated that she would like to discuss the issue with City
Attorney before making any formal recommendation to the Council.

Councilmember Cook requested that staff research both options because they have benefits.

Assistant City Administrator Nelson noted that the one danger in creating an alternate list is that
when the City advertises a vacancy they are getting people that had the capacity at that time or
were interested in serving on the commission at that time, but that can change. When they don't
advertise a vacancy they do not get a fresh draw on people.

Councilmember Kurak stated that the City has to get people on the Planning Commission that
can do the work and be a productive member on the Commission.

Assistant City Administrator Nelson replied that she did not think that they wanted a Planning
Commission full of engineers and planners.

Councilmember Cook stated that it very beneficial to have people with different backgrounds.

Councilmember Kurak agreed with that.

Councilmember Pearson inquired as to how long it would take to amend the City Charter.

Human Resources Manager Reed replied that she was not sure, but noted that she would discuss
the issue with the City Attorney.

Councilmernber Pearson stated that he would like to see the current vacancy filled as soon as
possible.

Councilmember Cook replied that staff is moving forward under the current policy, but they are
trying to find a way to secure more applicants in the future.

COMMITTEE INPUT

None.

Personnel Committee/August 26, 2003
