Staff was asked to consider amending the policy to all the
Personnel Committee to appoint from a recruitment list created in the previous 12 months, and
also consider appointing alternates to serve in the event a commissioner is absent. Ms. Reed
described options for minimizing the amount of time it takes to fill a vacancy and the process for
amending the Charter, which would be required for changing the Charter requirement for
advertising in the City's newsletter.

Councilmember Cook suggested that we need to distribute an attendance policy making sure it
gets out to the new and existing Commissioners. Staff agreed this needs to be done and the
packet exists - but the attendance policy may not have been specifically pointed out.
Councihnember Cook recommended that we begin the process for amending the Charter to

Personnel Committee - September 9, 2003
