Motion by Commissioner Johnson, seconded by Chairperson Nixt to recommend that the City <br />Council approve the revised site plan for the Ramsey Professional Building contingent upon <br />compliance with City Staff Review Letter dated September 23, 2003. <br /> <br />Motion carried. Absent: None. <br /> <br />Case #5 <br /> <br />Request for Site Plan Review of Pleasureland RV Center; Case of Pearson <br />Investments, LLC <br /> <br />Presentation <br />Chairperson Nixt stated he was under the impression there was a Highway 10 moratorium. <br /> <br />Associate Planner Geisler stated it does not !mpact this property; the moratorium is to the north <br />at this section of Highway 10. <br /> <br />Associate Planner Geisler advised Pearson Investments, LLC is proposing to construct a 10.5 <br />acre RV sales and service center on the property generally located on Riverdale Drive at Alpaca <br />Street and U.S. Highway 10. She stated the proposed sales and service center includes an 18,900 <br />square foot building that will house 10 service bays and office space. The subject property is <br />zoned B-2 Business; RV sales and service are a permitted use in this district. <br /> <br />Associate Planner Geisler indicated the proposed buildings exceed the required front, rear, and <br />side yard setbacks. She stated a 20 foot wide green space is required adjacent to all roads. This <br />requirement is met along Riverdale and Alpaca Street, but is not provided along the Highway 10 <br />frontage. She indicated a 20-foot green space will need to be shown along the entire length of <br />this frontage. The proposed development is adjacent to residential property to the south. She <br />noted in this situation, City Code requires a 50-foot buffer yard and an increase in the number of <br />plantings required. She stated a fence is shown along a portion of the southern boundary of the <br />development; Staff recommends extending this fence along the entire southern boundary. <br /> <br />Associate Planner Geisler advised additional trees and shrubs will be required to fully meet City <br />Code landscaping requirements. The proposed building appears to meet architectural standards <br />for finish materials. She stated the applicant has submitted a revised grading and drainage plan <br />since the original, submittal. This revised plan shows two sizable detention ponds intended to <br />manage the development' s storm water on-site, one north of Riverdale and one to the south. <br /> <br />Associate Planner Geisler advised Staff recommends site plan approval contingent upon <br />compliance with 'City Staff Review Letter dated September 24, 2003. However, staff also <br />recommended that the Planning Commission require a revised site plan submittal before sending <br />the case to the City Council for consideration.
