Neil Frazen, lawyer for Pearson Investments, stated there was one issue with the buffer and <br />screening. He' indicated the closing took place a few hours before the City Council rezoned this <br />property to B-2. i He indicated one change to this rezoning was the buffer change from 40 to 50 <br />feet. He stated i they are dealing with large vehicles, and most of the discussions with City <br />Engineer Jankowski and Associate Planner Geisler have related to drainage and site utilization. <br />He indicated he ,questions the need for a 50 foot buffer, and wonders if putting a fence screen <br />along the entire south line is not a duplicate effort of screening and providing a bugger. He <br />stated they also [md proposed locating the trash enclosure, propane tank and drainage facility next <br />to the lot in the 50 foot buffer area, however City Staff is requesting it not be located there. He <br />stated their only other choice would be to take out additional parking. <br /> <br />Rick Olson, architect for the development, indicated they are complying with all items except <br />one from the Staff Review Letter with their new site plan, which was the narrowing of the access. <br />He stated Staff is reconunending they reduce it ~to 35 feet, however their proposal is not unlike <br />Sh~)rewood RV..He indicated Staff recommended catch basin structures, and they have provided <br />curb cuts and rip-rap for water flow. <br /> <br />Assistant Community Development Director Trudgeon asked how big their curb cut width would <br />be. <br /> <br />Mr. Olson stated they are proposing five vehicles wide. <br /> <br />Assistant Community Development Director Trudgeon stated there is space there to expand to 10 <br />vehicles. <br /> <br />Mr. Olson indicated they would deal with that when they come in for a permit to expand. <br /> <br />Associate Planner Geisler noted there is also concerns about lighting and the impact to the <br />neighborhood. <br /> <br />City Engineer Jankowski advised the Code says the light source cannot be viewed off the <br />property, however because they are dealing with very high vehicles the fixtures stand 40 to 50 <br />feet off the ground. He would like to see the. specifications that show they will conform to the <br />City lighting standards, as even with full cut-off, at 40 feet off the ground it will be difficult not <br />to have some light_ off the property. He stated as for the curb cuts, he was not aware Shorewood <br />RV has such wide curb cuts. He asked them to keep in mind Riverdale will be the frontage road <br />to Highway 10 and a major area. He stated having an access point where you can ingress and <br />egress with such a; variable is concerning. <br /> <br />Mr. Olson stated the idea would be for the longer units to be able to access the maintenance bays, <br />as some of these vehicles are 40 to 50 feet long. <br /> <br />Planning Commission/October 2, 2003 <br /> Page 12 of 18 <br /> <br /> <br />
