stated they would be open to putting up directional signs as well as possible and make that an <br />entrance only. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Brauer to recommend that the City <br />Council grant approval of the proposed site plan for construction of an R.V. Sales and Service <br />Center contingent upon compliance with City Staff Review Letter dated September 24, 2003, and <br />with the following additional conditions: <br /> 1. The applicant work with City Staff on resolution of appropriate landscaping and <br /> screening on the south side to come up with acceptable options for the trash enclosure <br /> and LP tank, leaning toward using a fence. <br /> 2. The applicant work with City Staffon curb cut and access issues. <br /> 3. The lighting plan is in compliance with City Code. <br /> <br />Mr. Lund asked to approach the Commission on this matter. He commended the Commission <br />for how they hax;e handled the planning and zoning for the Town Center. He believes they have <br />done a good job. He indicated the only thing he. sees with the approval is there seems to be a lot <br />of conditions, and the public does not know if they are ever met. He was told Pleasureland was <br />supposed to contact him, and they have not. He stated he received plans that seem quite old, and <br />since he received those plans he has seen surveyors in his ditch. He has concerns also about <br />lighting and noise factors, and asked if the holding pond location has changed from the July <br />plans. He also wondered if the fence would be a cyclone fence or a privacy fence. <br /> <br />Chairperson Nixt stated if the fence is used for screening it will be aesthetically appealing. <br /> <br />Mr. Lund indicated if they have to plant trees anyway, maybe they could plant some on the <br />outside of the fence. He indicated he wants to see the most recent plans because he does not <br />want them encroaching on his land. <br /> <br />City Engineer Jankowski stated the current drainage comes north and south into the site through <br />an easement that occupies Mr. Lund's backyard. He indicated Staff has directed the applicant to <br />outlet it into a ditch on Alpaca Street, however for a short space the ditch north of Mr. Lund's <br />driveway is the highpoint. He stated that because of this, part of the recommendation is to re- <br />grade the ditch and provide and outlet under the driveway. <br /> <br />Chairperson Nixt added a fourth condition to the motion: <br /> 4. The applicant shall work with City Staff and Mr. Lund to see how the pond and drainage <br /> will adversely impact plantings on Mr. Lund's property. <br /> <br />Commissioner Brauer seconded the amended motion. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Johnson, Shepherd, Van <br />Scoy and Watson. Voting No: None.
