Pleasureland RV - Site Plan <br />September 24, 2003 <br />Revised: October 10, 2003 <br />Page 3 of 4 <br />Lighting: The lighting plan for the development consists of thirty-six 40-foot-high standard <br />mounted lights and nine wall-mounted units. The standard mounted lights are a combination of <br />28 single-fixture units and eight back-to-back double units. The commercial lighting code for this <br />district requires that bulbs emitting more than 3000 Lumens, which includes all 45 units, must be <br />directed such that the bulb is not visible from off the subject property. The impact of the <br />proposed development's lighting plan On surrounding properties was an item of discussion at the <br />Planning Commission meeting. The applicant has submitted a revised lighting plan; staff will be <br />prepared to comment on the lighting plan at the City Council meeting. <br /> <br />Drainage and Grading: At the present time, discharge from the site, the street, and some <br />adjacent vacant property flows overland to a point in the south curb line of Riverdale Drive, <br />which is approximately 240 feet west of Alpaca Street. This low point discharges through a <br />bituminous spillway into a grass-lined swale which flows approxim,ately. 300 feet south into a <br />low area on the property located at 14322 Alp,aca Street, which is encumbered with a drainage <br />and utility easement. <br /> <br />The proposed grading and drainage plans anticipate directing the parking lot and building runoff <br />overland from west to east into two ponds. The pond located on the southeast corner of the <br />northern portion of the development is 140 feet by 50 feet and contains 0.56 acre feet. This pond <br />discharges through a storm sewer to a second pond which is located along the southern boundary <br />of the southern half of the development. This pond is 50 to 105 feet in width and is 560 feet long. <br />This southerly pond also accepts runoff from the southern half of the development. The ponding <br />system is designed to hold runoff from a 100-year storm event falling on the development site. <br />Any flows in excess of this amount would be discharged into the roadside ditch on the west side <br />of Alpaca Drive. This ditch flows south and west and eventually discharges to the Mississippi <br />River. <br /> <br />Following up on concerns raised by the neighbor at 14322 Alpaca Street, staff did additional <br />investigation and learned that discharge from this pond may inundate property outside the street <br />right-of-way and 10-thor drainage easement at 14290 Alpaca Street. Additionally it was learned <br />that the property .on the east side of Alpaca at 14401 Alpaca Street has had past problems with <br />drainage, causing backups in the septic system. Re-ditching the east side of the roadway could <br />alleviate this problem. The extent of the reqtiired re-ditching is not known at the time of this <br />writing. A report on the extent of re-ditching at its associated cots may be available by the time <br />of the Council meeting. <br /> <br />The grading plan was revised following the Planning Commission meeting. The Fading plan <br />proposes side slopes along the ponding area of 3:1, which is steeper that the City maximum <br />allowable of 4:1. The plan should be revised accordingly. This development requires, and has <br />received, a permit from the Lower Rum River Water Management Organization. <br /> <br />Access: The site proposes four accesses onto Riverdale Drive, two from the north sales l°t and <br />two from the south sales lot. The access into the service bay is proposed to be 108 feet wide, to <br />be expanded to 212 feet when the additional service bays are constructed. This width of driveway <br /> <br /> <br />
