P[easureland RV - Site Plan <br />September 24, 2003 <br />Revised: October i0, 2003 <br />Page 2 of 4 <br />that requires the property owner to connect to municipal water and sanitary sewer within 2 years <br />of the services becoming available to the property. <br /> <br />Setbacks: The building location exceeds the 35-foot front yard, 10- and 20-foot side yard, and <br />35-feet rear yard setback requirements. City Code requires a 20-foot green space area adjacent to <br />all public roads, which is satisfied by the revised site plan. <br /> <br />Screening: The proposed development is adjacent to a residential area to the south. In this <br />situation, City Code requires a 50-foot bufferyard between the uses with a 30% increase in <br />plantings. Alternatively, a 100% opaque fence may be installed, with a 10% reduction in the <br />minimum number of plantings. A 6-foot fence is shown in the submitted site plan along the <br />entire southern boundary line. The Planning Commission was willing to allow the trash <br />enclosure, LP tazd<, and dump station in the bufferyard provided that the fence was extended <br />along the entire southern boundary. <br /> <br />Landscaping: The revised landscaping plan is generally acceptable. The number of shrubs and <br />trees shown on this plan either meet or exceed the minimum requirements. All species included <br />in the plan are considered either acceptable or preferred as outlined in the Ramsey Tree Book and <br />all meet the minimum size requirements. <br /> <br />However, Staff is recommending a greater variety of species be incorporated into the plan. Over <br />half of the deciduous trees shown are White Ash and just shy of one half of the shrubs are <br />Common Juniper. At a minimum, one additional deciduous tree species should be substituted for <br />a portion of the White Ash trees. Additionally, at least two more shrub species should be <br />substituted for a portion of the Junipers to create greater species diversity. <br /> <br />Architectural Standards: City Code restricts building height to 35 feet and exterior wall <br />finishes to natural or prefabricated brick or stone or pre-cast concrete panels or some other <br />material approved by City Council. The submitted building elevations appear to meet both <br />requirements. The submitted color elevation will be shown at the City Council meeting. <br /> <br />Waste Storage: City Code requires that all so. lid waste and refuse receptacles be stored within a <br />completely screened structure or container. The submitted site plan appears to meet this <br />requirement. <br /> <br />Off-Street Parking - Spaces Required: City Code requires one parking space per 10 vehicles <br />displayed on the sales lot, three spaces for each enclosed service bay, and one space per full-time <br />employee. The submitted site plan shows 58 parking stalls, all located on the southern lot. City <br />Code requires 18parking spaces for the sales area, 30 spaces for the l0 service bays shown, and <br />15 spaces to accommodate 15 full-time employees. The plan shows 24 spaces dedicated for the <br />RV service operation. [t is staff's opinion that the 6 Customer RV spaces could be used as <br />overflow for the service operation, if necessary. <br /> <br /> <br />
