CASE #: <br /> <br />m QVEST FOR nNAL PLAT APP} OVAL FOR XOW CENXEa <br /> CASE OF BRIGHTKEYS DEVELOPMENT CORPORATION <br /> By: Patrick Trudgeon, AICP <br /> Assistant Community Development Director <br /> <br />Background: <br /> <br />Brightkeys Development Corp. has submitted a final plat for the Town Center Garden townhome <br />development. The property is generally located in the northwest comer of County Road 56 <br />(Ramsey Blvd.) and County Road 116 (Industry Blvd.). The total development site consists of <br />51.91 acres and~Brightkeys is proposing to develop a first phase of 108 townhomes. On <br />September 9, 2003, the City Council approved the grading plan for Town Center Gardens and <br />entered into a grading development agreement with Brightkeys. A public hearings was <br />held by the Planning Commission at the preliminary plat stage. <br /> <br />Observations: <br /> <br />Brightkeys is proposing to develop 108 units in their first phase. The approved preliminary plat <br />showed 152 townhome units. The final plat will develop 24 "new urbanist" units in three eight- <br />unit buildings andr84 "rowhouse" units in six and eight unit buildings. <br /> <br />The final plat will be recorded at Anoka County as a Common Interest Community (CIC) and <br />therefore the individual building pads are not shown. Lot sizes and dimensions will conform to <br />the preliminary plat and site plan that was approved by the City Council on July 22, 2003. <br /> <br />Outlot A and C were previously shown as outlots on the approved preliminary plat and will need <br />to go through the subdivision process (sketch plan, preliminary plat, and final plat) as required <br />under City Code. Outlot B was shown as containing housing units, streets and other <br />improvements on the preliminary plat approved by the City Council. Outlot B must conform to <br />the approved preliminary plat and site plan and must receive final plat approval before further <br />development can occur. <br /> <br /> <br />
