CITY COUNCIL WORK SESSION <br />Topic Report: Village of Sunfish Lake <br />Consider Request 'of Developer to Alter <br />Tree Preservation Plan <br /> <br />By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />Grading for the Village of Sunfish Lake was initiated after tree preservation areas were <br />identified and protected consistent with the approved tree preservation plan. At this point <br />gading is. proceeding toward completion and the developer is requesting consideration <br />for altering 1)~ree areas of the tree preservation plan. These areas are illustrated in the <br />three exhibits prepared by Loucks Associktion which are attached to the case. The <br />developer has annotated his reasons and comments on each area exhibit. Staff will have <br />photos of the trees proposed for removal at the meeting. Staff offers the following <br />comments on each area as follows: <br /> <br />Area A <br />· The grade from the rear of the house may be flattened to 1%, however, this will only <br /> save 2 to 2 V2 inches of fall. <br />· The fingeriike incursion into the southeast comer of the tree preservation is not <br /> necessary. The stormwater pipe has been installed without any tree loss. <br />· Alternative to encroaching ~nto the tree preservation area include: <br /> (a) Creating a rear yard depression a d raining through a yard d rain t o t he e xisting <br /> catchbasin near lot 7 <br /> (b) Raise the elevations of Lots 2 through 7 (other lots in this development have <br /> elevations 1 foot higher relative to the road) <br /> (c) Change walk out units to look out units or to the type of walk out units anticipated <br /> in Blocks 1 and 2. <br /> <br />Area B <br /> The area of remaining trees appears to coincide with the northerly edge of the house <br /> pad on Lot 5. The seven-foot high retaining wall will require a minimum of eight feet <br /> from the face of wall at the toe to the rear of the wall at the top. It doesn't appear that <br /> tree impact can be avoided without the loss of Lot 5. Staff would suggest that the <br /> building pad for Lot 5 be staked prior to any tree removal so that it can be minimized. <br /> <br />· The grade, difference between 146th Avenue and the area to the south is 5 to 5.5 feet. <br /> A 4 to 1 l~ackslope would require about 25 to 30 feet of trees to be cleaned behind the <br /> south curb line. The developer shows 45 to 50 feet beyond the curbline (based on the <br /> sca[e) A retaining wall could reduce this impact. <br /> <br /> <br />
