Second Reading and Adoption of an Ordinance
Amending Section 2.03, Boards and Commissions

By: Givonna Reed, Human Resources Manager

Background

Since August 12, 2003 the Personnel Committee has had several discussions regarding
the length of time it takes to fill vacancies on the City's boards and commissions, as well
as the lack of'attendance at board and commission meetings.

In response to attendance issues, the Council directed staff to draft an attendance policy
that would allow the City Council to remove a board or commission member from his or
her seat after three absences in any six month period, regardless of the reasons for the
absences. Absences will be tracked by staff liaisons using timesheets and or meeting
minutes. The-first reading and introduction of this ordinance was conducted September
23, 2003.

Staff Recom~aendation

Staff recommends that the Personnel Committee recommend that the City Council
conduct the second reading and adoption of an ordinance to amend Chapter 2.03 of the
City Code, titled "Boards and Commissions" by repealing Section 2.03.02, subd. 5,
"Unexcused Absences" and replacing it with "Attendance Policy".

PC: 10-14-03
