Second Reading and Adoption of an Ordinance <br />Amending Section 2.03, Boards and Commissions <br /> <br />By: Givonna Reed, Human Resources Manager <br /> <br />Background <br /> <br />Since August 12, 2003 the Personnel Committee has had several discussions regarding <br />the length of time it takes to fill vacancies on the City's boards and commissions, as well <br />as the lack of'attendance at board and commission meetings. <br /> <br />In response to attendance issues, the Council directed staff to draft an attendance policy <br />that would allow the City Council to remove a board or commission member from his or <br />her seat after three absences in any six month period, regardless of the reasons for the <br />absences. Absences will be tracked by staff liaisons using timesheets and or meeting <br />minutes. The-first reading and introduction of this ordinance was conducted September <br />23, 2003. <br /> <br />Staff Recom~aendation <br /> <br />Staff recommends that the Personnel Committee recommend that the City Council <br />conduct the second reading and adoption of an ordinance to amend Chapter 2.03 of the <br />City Code, titled "Boards and Commissions" by repealing Section 2.03.02, subd. 5, <br />"Unexcused Absences" and replacing it with "Attendance Policy". <br /> <br />PC: 10-14-03 <br /> <br /> <br />
