Commissioner Johnson asked if the reason for the pond is to handle runoff from that parcel. <br /> <br />City Engineer Jankowski indicated it is; they did not want run off going by residential ditches. <br />He indicated the watershed management standards are not that stringent, but as a Staff they <br />wanted a pond that would be suitable for back to back 100 year events. <br /> <br />Commissioner Johnson asked how deep the pond would be. <br /> <br />City Engineer Jankowski indicated about six feet deep, and approximately 50 to 60 feet wide. <br />He noted the bottom of the pond is only 10 to 15 feet wide, so most of the pond is side slope. <br /> <br />Chairperson Nixt asked if it would have vegetation or grass if it will be dry most of the time. <br /> <br />City Engineer Jankowski indicated Lord of Life's pond is a similar situation; it is mostly dry and <br />will have vegetation down the sides. <br /> <br />Chairperson Nixt noted it is not a beautified pond unless it is full. He does not like the drainage <br />ditch situation, and thinks it is an issue for the residents. He indicated if they could fence it and <br />put in plantings he would consider moving this along. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Johnson to recommend that the City <br />Council grant approval of the proposed site plan for construction of a multi-tenant office building <br />contingent upon compliance with City Staff Review Letter dated August 29, 2003, with the <br />stipulation that the applicant work with Staff to resolve landscaping and drainage issues, with a <br />fence installed as needed. <br /> <br />Chairperson Nixt also suggested that they look at moving the pond so it is not right next to the <br />street. He indicated he would be willing to have some findings to allow them to reduce the <br />parking and move lhe pond. <br /> <br />Mr. Lund asked what kind of screening they would be doing. <br /> <br />Chairperson Nixt stated it requires coniferous and deciduous trees as well as ornamental <br />plantings. <br /> <br />Commissioner Johnson noted that as commercial development goes, this is not a bad one. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Shepherd, Brauer, Van <br />Scoy and Watson. Voting No: None. Absent: None. <br /> <br />Case #12 Review of Town Center Development Guidelines <br /> <br />Assistant Community Development Director Trudgeon updated the Commission on Town Center <br />issues, indicating they hope to have final plat soon.
