submitted some plans, and the zoning code has had its first reading with the City Council. He <br />advised that tonight they were looking at the Development Guidelines, which is still in draft <br />version, and are looking for input on what they have so far. <br /> <br />Mr. Jacobson advised that his initial comments would be brief, and then he would take the <br />Planning Commission's comments. He explained that this is one of three pieces the design team <br />is responsible for, with the other two being the site plan and the zoning ordinance. He indicated <br />that these three pieces form the tools for judging developments going forward in the Town <br />Center District. He reviewed the sub-districts for the Commission. <br /> <br />Mr. Jacobson explained that the zoning ordinance speaks to quantitative issues, such as setbacks, <br />size limits, etc., whereas the development guidelines speak to the qualitative issues, such as <br />character of the streets, uses, and so forth. <br /> <br />Commissioner Bmuer commented that he is excited about a lot of ideas in here, but asked who <br />would approve the design of the builders. <br /> <br />Mr. Jacobson indicated it starts with the master developer. He stated they will have a notebook <br />that outlines all the zoning requirements, design elements, storm water management, etc., so for a <br />potential developer it reads like a story, outlining that this is a shared agreement between the <br />City, State and developers. <br /> <br />Assistant Community Development Director Trudgeon advised that after that it gets to Staff. He <br />indicated they will have a Design Review Board, but it also gets routed to the Planning <br />Commission. <br /> <br />Mr. Jacobson stated the notebook will tell potential developers what to expect. He indicated it is <br />always a balance not to increase the process too much, but ensure the City gets what it wants. <br /> <br />Chairperson Nixt asked if there are any conflicts between the documents, which overrides which, <br />or is the City boxed in because a developer could say it is inconsistent. <br /> <br />Mr. Jacobson stated that in the past they have said qualitative is after quantitative. <br /> <br />Assistant Community Development Director Trudgeon noted they also have a hierarchy of the <br />documents. <br /> <br />Commissioner Shepherd noted that it talks about Part One after the third paragraph on the first <br />page, but Part Two, on page 12, is just a header bar. She indicated this should be consistently <br />portrayed. <br /> <br />Commissioner Watson asked who is responsible for oversight.
