Assistant Community Development Director Trudgeon stated they will need to have a dedicated <br />person, fully versed on the Town Center plan. <br /> <br />Commissioner Brauer asked who would fund that person. <br /> <br />Assistant Commun_ ity Development Director Trudgeon stated the increased revenue from the <br />taxes as well as other sources. <br /> <br />Chairperson Nixt stated the document talks about concepts and principles and gets you all <br />excited, but he questioned how they would match parking with demand. <br /> <br />Assistant Community Development Director Trudgeon indicated this is a very fundamental issue. <br />He stated the first ramp would be $11 million; a very costly project. The City has held firm that <br />they need the ramps in order to make the core work, however the City cannot fund more than <br />50% of the ramp, So they could not do it all even if they wanted to do it. <br /> <br />Commissioner Van Scoy asked if the ramps were designated already, and planned. <br /> <br />Assistant Community Development Director Trudgeon indicated they were not, it was still in <br />concept. But they are very specifically stated in the development guidelines. <br /> <br />Mr. Jacobsen stated Town Center, LLC is already working on specific pieces, but they are all <br />contingent on the infrastructure. <br /> <br />Assistant Community Development Director Trudgeon discussed which pieces of the <br />infrastructure will be built first, noting the parking ramp is foremost on the development <br />guidelines, but not on construction. <br /> <br />Commissioner Shepherd asked if parking would be allowed on the streets overnight. <br /> <br />Mr. Jacobsen indicated it would not in the residential area, but other options are being pursued <br />for the commercial area. <br /> <br />Commissioner Brauer indicated on page 16 it says municipal ramps provided. He questioned <br />what would be provided by the City and what by the developer. <br /> <br />Assistant Community Development Director Trudgeon stated he always envisioned they would <br />be City owned and operated ramps. He indicated obviously the cost is a significant issue in that, <br />so they are talking with the developer on other options. They do not want them to all be private. <br /> <br />Mr. Jacobsen indicated they are showing three structures over the course of several years as <br />development progresses, so part of the revenue will be funneled to help fund the subsequent <br />ramps. <br /> <br />Planning Commission/September 4, 2003 <br /> Page 18 of 20 <br /> <br /> <br />
