CASE <br /> <br />CONSIDERATION OF AN ORDINANCE REGULATING <br />ADULT USE BUSINESS LICENSING <br /> By: Police Chief Mike Auspos <br /> <br />Background: ~ <br /> <br />Concurrent withithe City's efforts to deal with the adult bookstore issue from 1990 to the present, <br />the Council hasi at various times spoke of and reviewed information on the adoption of an <br />ordinance reguh[ting adult businesses by licensing./~-~ files show that there was a draft (see <br />attached) ordinal, ce prepared in September of 1990;'but it was apparently never introduced. My <br />recollection is that it was tabled because of the ongoing litigation w/th the bookstore. I also have <br />an ordinance (s~ attachment) which appears to have been set for introduction in April of 1991. <br />According to tt~ City Code records, this ordinance never went beyond being scheduled for <br />Council consideration and the introduction was tabled for the same reason as the 1990 ordinance. <br /> ~ , <br />,,T~ ere was ,al, so aPncem voiced regarding the licensing of businesses which would come under the <br />'Accessory cla,~s~ ificafion. <br /> <br />Recommendations: <br /> <br />The City Council should take steps to adopt an ordinance regarding adult uses in businesses and <br />regulating them ~y licensing. Since the City has a zone allowing these types of businesses, there <br />should be a licer~sing procedure in place prior to any applications being made by persons who may <br />wish to open suc~h a business in Ramsey.
