CASE # 4

DUTY CHANGES
BY: Ryan Schroeder, City Administrator

Background:
In addition to format changes in the Organization Chart itself, I have taken this opportunity
to suggest changes within departments themselves as follows:

The City Engineer has always worked closely with the Project Manager and Zoning
Administrator. With the loss of the Engineering Technician position, coordination
between these positions will become increasingly important~ Therefore, I have
suggested these two technical positions report directly to the City Engineer rather
than the City Administrator. This will result in a limit of direct reports to the City
Administrator to only Senior Management (although certainly working relationships
will continue to be active). I have also suggested changing the Project Manager rifle
to Economic Development Coordinator to more accurately depict the position
budget and duty relationship. Duties for the position are not expected to change
beyond those discussed during the budget process.

Currently the Building Maintenance Worker is housed in Administrative Services
but receives work direction from time to time from the Parks/Utilities Coordinator
who offices at Park Center. Last fall the Public Works Supervisor moved his office
to City Hall. This has improved the coordination of his activities with both the City
Engineer and City Administrator. With this move it would be easier for the
Building Maintenance Worker to receive work direction from the Public Works
Supervisor rather than the Parks/Utilities Coordinator.

Again as a result of the change in Engineering there is necessitated a change in
inspections (as previously discussed). The Public Works Supervisor will be in
charge of pavement inspections with the Parks/Utilities Coordinator in charge of
utility inspections.

The effective change of items 2 and 3 above is that the Public Works Supervisor
will be placed in charge of any repair, remodeling or construction of public
buildings and pavement inspections. The position will continue to function in a
collaborative role between responsibilities in street maintenance and those within the
parks and utilities systems. Building maintenance responsibilities will be removed
from the Parks/Utilities Coordinator but utility construction inspections will be
added. Administrative Services will continue to be charged with City Hall
maintenance activities.

Committee Action:
Motion to recommend/not recommend to City Council that the Duty Changes be approved.

Review Checklist:
City Administrator
Personnel Coordinator

PC:3/8/94

Also distributed to:
Finance Officer
Police Chief
City Engineer

!
I
I
I

I

!
I

I
I
I
i
I
!
I
I
