Upon inquiry, I was informed that none of Ham Lake is <br />~erved by municipal sewer and water systems and therefore developing the multiple <br />[amiiy housing without municipal services and at a density that exceeded 4 in 40 <br />~iensity was not a threat to their infrastructure needs. <br /> <br />[esponsibility for on-site system failures - If the City approves this premature <br />[evelopment of multiple family housing in the rural district, then what is our <br />iabiIity or responsibility for on-site system failures and are we creating a premature <br />~eed for municipal services in outlying areas? <br /> <br />.~l~eecedent setting situation - How does the City justify approval of this premature <br /> velopment of multiple family housing in the rural district to other would-be <br />developers in the rural district. If we can't, we seriously violate our 4 in 40 density <br />~oning and jeopardize Metro Council approval of our MUSA expansions. <br /> <br />The issues an~ concerns discussed in this letter are not all-inclusive, but I believe they are <br />representative df our initial thoughts with respect to your proposal and your responses to these <br />items will serv~ to open the door to more detailed discussions.
