introduced the following resolution and moved for its adoption: RESOLUTION g94-03- A RESODU~ION APPROVING THE ISSUANCE OF A CONDITIONAL USE PERMIT FOl~ THE ESTABLISHMENT AND OPERATION OF A SELF-SERVICE STORAGE FACILITY, BASED ON FINDINGS OF FACT #_~, AND DECLARING! TERMS OF SAME. WHEREAS, William Dubats has properly applied for a conditional use permit on the property legally idescribed as follows: Lot 3, B!ock 3, RIVERSIDE WEST, Anoka Count),, Minnesota ("Site) a.~ d; WHEREAS, the Planning and Zoning Commission met on March 3, 1994, conducted a public hearing ~d recommended City Council approval of the request; and WHERI~AS, the Board of Adiustment met on March 17, 1994, and granted a variance to the 30% max.imdm impervious surfac~ area established by Section 9.21.07 (Cr-irical River Overlay Dismct Develop.t~ent Standards) of the Ramsey City Code. NOW T[HEREFORE, ~E IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAI~iSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1. Term. ,~his permit shall remain in effect so long as the conditions knposed herein are comDIied~ with. This permit shall not be in effect until ail required perm/ts have been received ~[rom the City and certification of the variance to impervious surface area by the Comm/ss!oner of DNR.. " 2. Activitv.i The operation of the facil/ty shall be specifically limited to that described in Wilt/am l~ubats' application description dated received by the City on February 3, 1994, together With site plan dated February 2, 1994, revision February 25, 1994 C. 3. Surfacin~ and Curbing of Areas. All maneuvering areas and driveway areas shall ~ su_,ffaced ~vith either bituminous or concrete. The perimeter of the pavement shall be fin/shed '~ith continuou._s. ~oncrete .curbing as approved by the CiD, Engineer. Outside rage. There shall be no outside storage pertained on the Site. 5. Screeninli. Screening shall consist of tree plantings along the west and south property lines. T~o-thJ. rds of the trees planted shall be Spruce or Pine to provide year around, screening.} In lieu of the limited amount of space available for plantings alon~ the west i property l_i~, e, the City herein grants permission for the required screemn~to be e~smblished-~ within the ~ark trail comdor that runs parallel to, the.west property I/ne. 6.
