Dubats dated February 25, 1994 regarding drainage concerns <br />Prbposed site plan development permit <br /> <br />Observations: <br /> <br />This $270,000.0~ development would be an expansion of the self-service storage facilities <br />cm-rently existingi on Lots 1 and 2 of Riverside West and the new buildings would receive access <br />via the main enrr.ince on Lot 1. For spacing consistency with the buildings on Lots 1 and 2, Mr. <br />Dubats is proposing to construct the first building on Lot 3 at the north property line with no side <br />yard setback. ~ Dubats properly applied for and received a variance to the side yard setback <br />from the Board or, Adjustment on March 17, 1994. <br /> <br />The construction 0f 3 self-service storage facilities is proposed for a total structure area of 18,700 <br />square feet. CityiCode requires that 100% of the exterior facing finish, exclusive of doors and <br />windows, be othet than metal. In accordance with City Code, the storage facilities are a series of <br />overhead doors supported by decorative concrete pillars. <br /> <br />City Code requires that all driveways and maneuvering areas be paved and finished with 6 inch <br />continuous concrfi, te curbing. In accordance with City Code, Mr. Dubats is proposing to apply a <br />bituminous surfac~ to all maneuvering areas. Continuous concrete curbing would not be required <br />on the north prop{rw line because it would prohibit entrance to the facilities from Lots 1 and 2. <br />,,M~,. Dubats has ag~e~l to the placement of 6" continuous concrete curbing adjacent to Ebon3, Street <br />N.W. Mr. Dubat~ contends that the curbing on the south and west sides of the property will <br />impede site drainage. Therefore, an a~eement has been reached wherein Mr. Dubats will install an <br />at-~ade cement b~rder along the west and south edges of the bituminous. This improvement will <br />achieve increased ~pavement life but will not direct drainage in the same manner as continuous <br />curbing. ~ <br /> <br />The property is in ~he Critical River Overlay District and is resmcted to 30% impervious surface <br />area which inclu4es structures and pavement. The site plan proposes approximately 88% <br />impervious surfac~, area, A variance has been properly applied for and granted. The variance will <br />not become effeclive unless certified by DNR. The intent of the 30% impervious surface <br />restriction is to pre'~ent pollution of the river from surface water runoff. To mitigate surface water <br />runoff, Mr. Dubats has ageed to install a detention volume on the site consisting of a trench lined <br />with cement blocl that will reduce the surface water runoff to a rate equivalent to a 30% <br />impervious surfaceFarea development. In exhange for this added site improvement, City Staff has <br />negotiated an agr{ement with Mr. Dubats to reimburse him $6700.00 to defray the cost of <br />constructing the del :ntion volume. <br /> <br /> /17 <br /> <br /> <br />
