Proposed ~4thin the development permit is that the City provide financial assistance to Mr. Dubats <br />toward completion of this project. Upon completion of alt site improvements and annual payment <br />of taxes, it is proposed that from the tax increment development fund (EDA account) the City <br />provide a $I180.4.6 per year contribution over i0 years ($7,921.00 @ 8% @ 10 years which is <br />2.93% of the project cost). <br /> <br />City Code requires a 20 foot wide landscape area along all streets and along those areas where a <br />commercial use is adjacent to a residential use. This requirement would apply to the west, south <br />and east property lines. As for the east property line or the Ebony Street side, City Staff is <br />recommend/rig waving the 20 foot landscape requirement in lieu of the intense commercial activity <br />generated across the street by Superbowl. in order to maintain consistent spacing between <br />buildings and sufficient maneuvenng area, the maximum landscape area that cml be achieved 'along <br />the south property line is 15 feet. City Staff does not object to a 5 foot reduction in the requirement <br />as long as the property owners to the south do not have an objection. <br /> <br />The 20' wide landscape area cannot be achieved at alt along the west proper~y line. In discussions <br />with City Staff, it has been determ/ned that waiving the 20 foot deep landscape area along the west <br />property line could be accommodated by planting trees on the City's park trail corridor which runs <br />parallel with the west property line. Mr. Dubats has agreed to plant a minimum of 45 trees along <br />the south property line and in the City's park trail corridor adjacent to the west property line <br />contingent upon the City contributing towards the capital cost of the trees being planted in the park <br />corridor. The agreement negotiated is that upon presentation of receipts reflecting that a rmnimum <br />of $4500.00 has been invested in tree plantings and approval of the planting plan by the City, the <br />City will reimburse Mr. Dubats in the amount of $2400.00 from the EDA account. <br /> <br />The Planning Commission reviewed the site plan at their regular meeting in March and <br />recommended approval of same. <br /> <br />Recommendation: <br /> <br />The Planning Commission and City Staff recommend approval of the site plan and the <br />development permit that has been negotiated. <br /> <br />Council Action: <br /> <br />Motion to: <br />Approve/deny the proposed site plan for self-service storage facilities on Lot 3, Block 3, <br />Riverside West, contingent upon DNR certification of the variance to impervious surface <br />area and the applicant entering into a development perrrfit ageement with the City. <br /> <br />Review Check_list: <br /> <br />CC: <br /> <br />City Administrator <br />CitT Engineer <br /> <br />3/22/94 <br /> <br /> <br />
