NMMA.~TMD~ 1993 Membership Fee

As a result of ~ single fee schedule for the Association in 1992, some communities paid at a
fixed or negoti~d rate while the remaining communities paid their traditional amount (e.g., both
NMMA/NMD,~ fees). This arrangement was discussed by the Board and the outcome was
understood and, accepted by all on the basis for the organization to remain strong and capable
of achieving its mission. It was further understood by all that the issue would be acid. ressed in
1992 as the or mizatioh began its budget and membership fee planning process for 1993. For
this reason, th: Operating Committ~ reviewed the membership fee issue. The Operating
Committee set ?th a number of overall objectives that the organization needed to k~p in mind
as this issue w~ts adciress~d, namely:

,,
l. ~,rlvIMA lwants to retain all participating members.

NMMA~wants to continue its work and keep a stable revenue base in order to achieve
its work! objectives and overall mission.

NMMA iwants to expand its area of influence in the North Metro area by encouraging
new me..tnbers to join the organization.

With these basic underlying principals in mind. the Operating Committee approved a 1993
Memberskip Fe~ Schedule which would achieve these objectives, and at the same time equalize
memberskip foriall participating members in both Associations (with the ex~ption of Minneapolis
and MCDA). Thus, the Operating Committee recommends that the 199.~ Membership Fee' for
participating m _e~rnbers be structured so that those communities who paid on a fixed or negotiated
basis m 1992 ~ur a 10% (ten percent) increase m their respecuve membership rate m 1993 and
for the next five-year period. This would not include the City of Minneapolis or Minneapolis
Community De~vetopment Agency, whose respective membership fees have been fixed by the
Board of DirectOrs at $13,500 and $25,000, respectively. In addition, as future annual budgets
increase or decrease, all members will participate on an equal basis. Any such adjustment would
~ in addition t6 the fixed ~oup's five year annual 10% (ten percent) membersl'fip fee increase.

At the recomm~,j~dation of the Executive Director, the Operating Commit:tee recently adopted an
amendment to the above I993 Membership Fee recommendation. Th.is action would result in a
10% (ten perceCt) reduction in formula-rate membership f~s for I993. This recommendation
will more readily achieve the fee equity issue, ag w~'I1 as communicate the Association's
understanding o~' the financial difficulties cities will face in' 1993. The Committee believes that
Mr. Strauss' recommendation is prudent and appropriate under..the circumstances and recommends '
that the Board ~f Directors adopt same at its next Board m~ting.

Upon Board of :;Director approval, the Executive Director shall communicate 1993 membership
f~s with each ~urrent NMMA./NMDA member.
