MEMO

DATE:

TO:

FROM:

RE:

October 13, 2003

Economic Development Authority (EDA)

Megan Wald and Senn Sullivan

Staff Update

Community Development Block Grant redevelopment: The new funding cycle has begun for
applying to CDBG for next years projects. Staffwill be working with the new intern to explore
what types of funds are available and what types of projects Anoka County is willing to assist the City
with. The City has a meeting scheduled with Karen Barton of CDBG on October 15 to discuss
possibilities. Updates will follow as more information becomes available.

Chics Property: Don Chies has been clearing old ~nachines and other debris from the site. Significant
progress has beer~ made leaving approximately 22% of the equipment remaining. The property is
scheduled to close: the week of October 6 and debris removal will be ongoing until it is satisfactorily
complete. Money :from the purchase price has been set aside to accommodate additional cleamup that
Mr. Chies does not complete himself. Updates on the closing will be given at the time of the October
EDA Meeting.

Town Center: Staff and the City Council have been diligently working on the Development Agreement
and Final Plat for Town Center. The City Council approved the Development Agreement on September 9,
2003 and the Final Plat on September 23, 2003. The groundbreaking ceremony is scheduled for Friday,
October 24, 2003 from 10:00am - 12:00pm. Please plan to attend if you are available.

Zip Code: At the September EDA meeting Chairperson Riley inquired about the possibility of the City
obtaining a zip code that would be specific to Ramsey. In 1990 and again in 1998 staff completed some
preliminary research on the process required to obtain a different zip code. Due to staff time constraints,
following through with the project has not be possible. It should be noted that the City Council is also
interested in this issue as they continue to include it in their Objectives and Work Plan they adopt at the
beginning of each year.

Staff is in the pro~ess of reading through researc, h completed by past employees and will continue to
follow through with the necessary steps to determine if Ramsey is eligible to be assigned a separate zip
code. Past research, and discussions with interested parties has indicated that Ramsey was not eligible for
its own zip code according to US Postal Service standards. However, it was conveyed to the city that the
possibility ora new,zip code was becoming more of a reality as populations and routes grew.

Attendance Policy: Attached to the Update is a memo from Givonna Reed, the Human Resource
Manager, reviewing the attendance policy the City Council will adopt on October 14, 2003 for all
Commissions and Board's. If you have any questions regarding the policy please direct them to Givonna.

Housing Committee: Attached to this memo is a copy of past Housing Committee meeting minutes and
agendas.

9
