Motion by Commissioner Tossey, seconded by Commissioner Wise, to move to closed session. <br />Motion carried. Voting Yes: Mayor Ramsey, Commissioners Tossey, Wise, Backous, Elvig, <br />and McGlone. Voting No: None. Absent. None. <br />The Council Work Session meeting moved into a closed session at 6:03 p.m. <br />The closed session ended at 6:24 p.m. <br />Consensus was reached on the type and amount to offer. <br />3) Consider Sanitary Sewer Options for the Property Located at 5220 156th Lane NW <br />City Engineer Himmer reviewed the staff report. <br />The homeowner, Mrs. Obermeier was not present. <br />Councilmember Wise asked what was the homeowners' preferred option. <br />City Engineer Hinuner replied they preferred the mound system. He stated he was not sure it <br />would omit the pitch point of where the water was coming from. <br />Councilmember Wise clarified the City is paying for the repair. <br />City Engineer Himmer stated it is; the water is putting their septic system in harm. <br />Councilmember McGlone questioned when the house was built and whether the original <br />developer created the issue. <br />City Engineer Himmer responded the house was built in 1988 or 1989, and explained the <br />developer asked the City to vacate the easement and the City agreed. This is not the fault of the <br />developer. <br />Mayor Ramsey clarified the homeowner would pay the $67 monthly fee. <br />Public Works Director Olson noted because the City may be acquiring an easement from the <br />homeowners, the City pays and in effect, helps to pay the monthly fee. <br />Councilmember Elvig inquired whether this is an unusual year for water, or whether the original <br />calculations were incorrect. <br />City Engineer Himmer stated the City had 75 feet. Though it is an unusually wet season, the <br />neighbor has a 75 -foot easement, and the water is contained within that area. <br />Discussion took place on whether to use the property for storage to increase the stormwater <br />capacity or create a burm. <br />
