Mayor Ramsey stated he agrees with the recommendation, provided the homeowners agree to the <br />proposed fee. <br />City Attorney Goodrich noted there should be a Hold Harmless Agreement. <br />Councilmember McGlone proposed the City should pay the bill and the homeowner could <br />contract their own contractor. <br />City Engineer Himmer clarified the Council prefers the option of connecting the homeowners to <br />city sewer and get a quote on the contracting work. <br />Councilmembers Elvig and McGlone agreed. <br />1) Consider Application for MnDOT Cooperative Agreement Program Related to the <br />Future Armstrong Boulevard and TH 10 Interchange <br />City Administrator Ulrich reviewed the staff report. <br />Police Chief Way presented a video of an accident at Sunfish Lake Boulevard and Highway #10. <br />The accident took place on 7/29/2011. The video was captured by the MnDOT cameras. The <br />police squad cars were stopped by the train for over two minutes, and could not reach the <br />accident as quickly as emergency vehicles that were already on Highway 10. Citizens were <br />trying to help, though this was creating a dangerous situation on the highway. Chief Way <br />explained that if there was a bridge over the railroad tracks, the response time would not be an <br />issue. <br />Councilmember Backous questioned if the police track their down time waiting for trains. <br />Police Chief Way responded they do communicate between each other on whether to go around <br />a train and which way might be faster. <br />City Engineer Himmer presented the staff report. <br />Public Works Director Olson noted the deadline is August 26 or 27. He said he is seeking <br />approval to put the grant in at this point. This item could then be added to the August 23 Council <br />meeting. <br />Councilmember Elvig stated he is in support of the idea. He requested that the dollars the City <br />puts forth be documented and submitted toward the City's participation to the overpass. <br />Consensus was reached to move forward with the grant application. <br />4) Review The COR Design Guidelines <br />Senior Planner Gladhill reviewed the staff report. <br />City Council Work Session / August 9, 2011 <br />Page 3 of 5 <br />
