Councilmember Tossey noted there are standards in the Master Declaration. He inquired <br />whether any neighborhood associations could have an equal vote with the Master Declaration. <br />He asked which set of guidelines takes priority. <br />Senior Planner Gladhill explained the City standards take priority over the Master Plan. He <br />added the goal is to try to be flexible, but stay within City guidelines. <br />Councilmember McGlone cautioned that the guidelines that were in place when buildings were <br />built need to be protected. <br />Due to a time constraint, Mayor Ramsey noted this item would need further discussion at a <br />future date. <br />5) Discuss Extension vs. (Request for Proposals) RFP for General Legal Services <br />City Administrator Ulrich reviewed the staff report. <br />Mayor Ramsey and Councilmember Backous agreed to extend the contract. <br />Councilmember Backous questioned why the issue arose now, at the end of the contract. He <br />suggested it should have been discussed months ago to create an opportunity to go out for an <br />RFP if the Council so chose. <br />City Administrator Ulrich answered it was an oversight, though there would still be time for an <br />RFP. <br />Councilmember Backous replied he did approve extending the contract; he wanted to clarify that <br />point. <br />Consensus was reached to approve the Contract for Legal Services as proposed from June 30, <br />2011 to June 30, 2012. <br />6) Review 2011 Happy Days Budget <br />City Administrator Ulrich reviewed the staff report. <br />City Administrator Ulrich noted there is a deficit of $6,000 to $12,000. Some expenditures may <br />be higher this year over last year. Staff is working to get outside contributions and supporters. <br />There have been a number of donations, although more are needed. He explained there is a lease <br />amount and other expenses. <br />Councilmember Elvig noted it has been suggested and tried to expand the events to multiple <br />days. He said that was tried, and there was too much expense in it. <br />
