CC Regular Session 7. a
Meeting Date: 09/27/2011
By: Tim Himmer, Engineering/Public
Works
Title:
Consider Revised Project Scope for City Improvement Project 11-09; the Bituminous Overlay of Alpine Drive
Background:
The bituminous overlay of Alpine Drive, from Ramsey Boulevard to Sunfish Lake Boulevard, was considered in
the 2011 Street Maintenance Program, but due to funding constraints the project had to be removed from the
program and initiated as a stand-alone Municipal State Aid (MSA) project. On March 15, 2011 this item was
discussed by the Public Works Committee to determine whether the construction of a trail should be included in the
project scope, as the skate park in Alpine Park was recently completed and pedestrian access and safety was
previously discussed for this area.
The direction from the Committee, and ratified by the entire Council in April, was to segment the project into two;
with the phase one section from Ramsey Blvd. to approximately the skate park entrance being constructed this year,
and the remaining section to Sunfish Lake Blvd being completed next year. Completing the project in this manner
allowed for the area of greatest concem to be addressed right away, with the remainder being done when the Anoka
County signalization project at Sunfish Lake Blvd. was complete. The phase two segment would also include a trail
component; which allows staff additional time to identify potential funding sources, and potentially include
altemative maintenance treatments that may provide greater longevity of the roadway.
Staff has had a chance to evaluate the pavement condition on the phase one section of roadway, and has determined
that a standard mill and overlay will not adequately address the bituminous failures. Some of the potholes have
extended into the lower pavement layers and base material, and stormwater facilities are lacking. Therefore, staff is
recommending a full depth reclamation of the roadway, and the addition of storm sewer.
Notification:
Observations:
With a mill and overlay project the roadway would receive a 1 1/2" edge mill along the curb line, and then place a 1
1/2" bituminous overlay over the existing pavement. A full depth reclamation would mill the road to a depth of
approximately 8", thereby mixing the asphalt surface with the underlying base material creating a more uniform,
reconsolidated base; which would then receive a 2 lifts of asphalt pavement. Performing a full depth reclamation is
comparable to a reconstruction project, and would create a like new roadway section that would extend its useful
life.
Storm sewer improvements are also proposed with the project, as there are currently limited facilities to handle the
surface runoff; potentially causing some of the premature deterioration the roadway is experiencing. Other items
proposed to be completed with either project include; damaged/settled curb replacement, cross -gutter installation at
flat intersections, and re -striping.
Estimates for the mill and overlay project are approximately $405,000, and estimates for the full depth reclamation
are approximately $500,000. With the full depth reclamation, the project would also generate a considerable amount
of reclaimed class 5 product that would become the property of the City and used for various public works projects.
It is estimated that there would be approximately 1650 CY of excess class 5 product produced, which has a value of
approximately $30,000.
Funding Source:
