CONSIDt <br /> <br />Background: <br /> <br />At the October PI <br /> <br />~,R ORDINANCE TO AMEND THOROUGHFARE <br /> By: Steven Jankowski, City Engineer <br /> <br /> CASE # <br />SETBACKS <br /> <br />arming Commission meeting, Commissioner Deemer suggested that the setback <br /> <br />distances for stm¢:tures from the center line of arterial streets be reduced from the existing 110 feet <br />to 83 feet. This c' ~ange woUld affect the setback distances along county roads and trunk highways. <br />The stated put 2se for amending this setback distance was that the existing setback was <br />unnecessarily re's~cting the rights of property owners. <br />Anoka County h~s had a policy in place since the early 1980's requesting that cities place setbacks <br />from the center li0e of county roads at a distance of 110 feet. Although this policy is advisory and <br />there are no enfo~ement provisions if a city decides upon a different setback, Jon Olson, Deputy <br />County Engineer,lindieated that all communities within Anoka County are adhering to this policy. <br /> <br />Back in October s, hen the Planning Commission suggested this change, the County Public Works <br />Committee was ~lso reviewing the practicality of their policy. The County was considering a <br />policy which wo~ [ld establish setbacks based upon the functional classification of each individual <br />county road. Ba iically, major arterial county roads including County Road gl 16, County Road <br />#56 south of Cot aty Road #5, and County Road #5 north of County Road #56 would be required <br />to establish a set' ~ack of 100 plus the local zoning setback (10 feet for side yards and 35 feet for <br />front and rear ya 'ds in most Ramsey zoning districts). On remaining county roads, the setback <br />would be redueex. 50 to 60 feet from the center line plus the local zoning setback. Establishing the <br />Planning Commil~sion standard of 83 feet would result in encumbering too much or too Iitfle land <br />in various cases r~lative to the County requirements. <br /> <br />The Planning Co~mission requested that their proposal for modifying the setbacks be forwarded <br />to the Council fo~ action.
