Finance Officer Lund said the main concern is the land value currently being held because it is <br />not being recouped and shows as a loss in financial statements. <br />Mayor Ramsey cautioned against overstating land values. <br />6) Discuss Selection of Towing Vendor for the City of Ramsey <br />Police Chief Way reviewed the staff report. <br />Councilmember Backous asked if there are any issues with the current vendor. <br />Chief Way said they have had some minor issues, but not many overall. <br />Discussion was held on First Choice operating as a home occupation storage and if approved <br />how many cars would be allowed. <br />Senior Planner Tim Gladhill said the ordinance states two vehicles can be stored based on <br />findings of fact, adding that Mr. Grahams has been seeking an alternate site. <br />Discussion was also held on when an incubator business becomes too big for the area and the <br />need for professional office space and the ability to provide the right equipment for towing. <br />Police Chief Way said the vendor would likely subcontract heavy equipment, if necessary, but <br />would have to be able to provide a fast turnaround and meeting the stated guidelines. <br />Mayor Ramsey said this item is scheduled for the June 14 Council meeting agenda and Council <br />should outline their concerns and reasons for their vote. <br />7) Discussion Regarding the Policy for Appointing Board and Commission Members <br />Administrative Services Lasher reviewed the staff report. <br />Mayor Ramsey said he is against term limits, adding it is Council's decision on how it wants <br />Boards and Commissions to advise the Council. <br />Councilmember Backous agreed, stating term limits takes away the control. <br />Councilmember Wise said change is good but agrees there are currently good Commissioners in <br />place. He said he is fine with canceling term limits but suggested modifying the interview <br />process so the incumbent has a different set of questions than a new applicant because the <br />incumbent knows more. <br />Councilmember Elvig said it is important to have experienced Commissioners during periods of <br />heavy development but suggested the EDA have four -year terms instead of six -year terms as <br />long as the Council retains the ability to release a Commissioner. <br />City Council Work Session / June 14, 2011 <br />Page 5 of 7 <br />
