Councilmember Tossey said he does not want questions to favor an incumbent and suggested <br />making the interview less specific in order to get their vision. <br />Councilmember Elvig said while he liked formal questions he liked the concept of a gathering to <br />get to better know the applicants. He suggested each Board draw up questions on what makes a <br />good member. <br />Council consensus was reached to not support term limits, ask Boards to provide a summary for <br />a good member, and have a less formal interview process with an informal gathering. <br />City Administrator Ulrich suggested an open house where applicants could learn about each <br />Commission and then invite the Council to attend. <br />Ms. Lasher inquired about advertising requirements and if an unexpected vacancy requires <br />advertising in two issues of the Ramsey Resident. <br />Mayor Ramsey said he is fine with advertising once as long as the vacancy is posted on <br />Facebook and the web. <br />Councilmember Jeffrey inquired about designating an alternate on certain Commissions should a <br />vacancy arise. <br />Council consensus was reached to direct staff to place this item on a future agenda to appoint an <br />alternate for the EDA, if necessary. <br />8) Lower Rum River Water Management Organization Administrative Services <br />City Administrator Ulrich reviewed the staff report. He suggested the City may wish to consider <br />this option, stating they could bring the meetings to Ramsey City Hall, issue and administer <br />permits, which would be more convenient to staff. He said the negatives would include the cost <br />of TimeSaver Off Site Secretarial (TOSS) and the Treasurer, although they could consider some <br />part-time bookkeeping or other ideas. <br />Finance Officer Lund reviewed the staff time that would be involved, including Treasurer <br />attendance at meetings, permitting, and audit. <br />Mayor Ramsey suggested the City Clerk could take the minutes, adding there will be a cost <br />savings for staff to not have to travel for meetings. <br />City Administrator Ulrich suggested finding someone other than the City Clerk, as this would <br />not be the best use of her time. <br />Mayor Ramsey said if we didn't use TOSS we would recoup those dollars.
