Chairperson Elvig called the public hearing to order at 8:06 p.m. <br />Presentation <br />Executive Director Nelson reviewed the staff report. <br />Citizen Input <br />There was none. <br />Motion by Commissioner Ramsey, seconded by Commissioner Wise, to close the public hearing. <br />Motion carried. Voting Yes: Chairperson Elvig, Commissioners Ramsey, Wise, Backous, <br />McGlone, Strommen, and Tossey. Voting No: None. <br />The public hearing was closed at 8:08 p.m. <br />HRA Business <br />Chairperson Elvig called the regular HRA meeting back to order at 8:08 p.m. <br />Commissioner Tossey explained a citizen had questioned when the General Obligation bonds <br />would not be brought up for referendum. He said the LMNC told him that if State statutes didn't <br />call for a referendum, bonds could not be issued. <br />City Attorney Goodrich stated this action is not issuing bonds. He agreed bonds should be done <br />under State statutes. The City Charter provides the Council may order advisory elections by the <br />Council, though the state statute prevails. In this particular instance, bonds cannot be issued. <br />Motion by Commissioner Ramsey, seconded by Commissioner Wise, to adopt HRA Resolution <br />#HRA-11-09-007, Adopting a Multi -Family Housing Program for a Housing Development <br />Project. <br />Further discussion: Chairperson Elvig asked the staff to monitor this project and keep the HRA <br />informed. <br />Motion carried. Voting Yes: Chairperson Elvig, Commissioners Ramsey, Wise, and McGlone. <br />Voting No: Commissioners Backous, Strommen, and Tossey. <br />Case #4 3: Approve Amended and Restated Parking Use and Maintenance Agreement <br />(PUMA) for Parking District A <br />Development Manager Lazan reviewed the staff report.
