CC Regular Session 7. 2. <br />Meeting Date: 09/27/2011 <br />By: Len Linton, Engineering/Public Works <br />Title: <br />Consider Award of Bids for IP 11-09, the Bituminous Overlay of Alpine Drive <br />Background: <br />The bituminous overlay of Alpine Drive, from Ramsey Boulevard to Sunfish Lake Boulevard, was considered in <br />the 2011 Street Maintenance Program, but due to funding constraints the project had to be removed from the <br />program and initiated as a stand-alone Municipal State Aid (MSA) project. On March 15, 2011 this item was <br />discussed by the Public Works Committee to determine whether the construction of a trail should be included in the <br />project scope, as the skate park in Alpine Park was recently completed and pedestrian access and safety was <br />previously discussed for this area. <br />The direction from the Committee, and ratified by the entire Council in April, was to segment the project into two; <br />with the phase one section from Ramsey Blvd. to approximately the skate park entrance being constructed this year, <br />and the remaining section to Sunfish Lake Blvd being completed next year. Completing the project in this manner <br />allowed for the area of greatest concern to be addressed right away, with the remainder being done when the Anoka <br />County signalization project at Sunfish Lake Blvd. was complete. The phase two segment would also include a trail <br />component; which allows staff additional time to identify potential funding sources, and potentially include <br />alternative maintenance treatments that may provide greater longevity of the roadway. <br />Staff has had a chance to evaluate the pavement condition on the phase one section of roadway, and has determined <br />that a standard mill and overlay will not adequately address the bituminous failures. Some of the potholes have <br />extended into the lower pavement layers and base material, and stormwater facilities are lacking. Therefore, staff is <br />recommending a full depth reclamation of the roadway, and the addition of storm sewer. <br />City Council reviewed this recommendation at the September 13, 2011 meeting and recommended bidding the full <br />depth reclamation project. <br />Observations: <br />The project was bid with full depth reclamation, installation of storm sewer and replacement of curb. Bids were <br />opened on September 21, 2011. Four bids were received. The results are as follows: <br />North Valley, Inc. <br />Rum River Contracting Co. <br />Midwest Asphalt <br />Harddrives, Inc. <br />$ 363,222.71 <br />$ 375,363.40 <br />$ 417,983.75 <br />$ 437,830.07 <br />Engineers Estimate $ 408,000 <br />The project will generate excess class 5 aggregate that will be transported to the Public Works Facility for use on <br />other projects within the City. <br />The work will be completed in the 2011 construction season. <br />Recommendation: <br />
