Most WMO's with joint powers' agreement have chosen <br />to vary their budget assessment according to member resources. In order to remain a joint powers <br />group, most WMO's accord equal voting privileges to each member. <br /> <br />OPERATING COSTS: The means of assessing members for a Water Management <br />Organization's budget varied greatly. Although most still used some combination of geographic <br />area and tax base, there were several exceptions. Pioneer-Sarah WMO and Elm Creek WMO use a <br />fiat fee in addition to a percentage based on area and tax base. Vadnais Lake Area WMO uses <br />population as an assessment factor in addition to area and tax base. Instead of a set formula, <br />Forest Lake WMO negotiates the budget percentage to be paid by each member. <br /> <br />VOTING PRIVILEGES: Virtually all the Water Management Organizations to which I spoke <br />use an equally split scheme of voting. Most use a 1 member = 1 vote formula. Others increase the <br />number but still split equally (2 votes per member). Only Central Ramsey WMO has modified the <br />voting privileges according to monetary contribution. In this WMO, St. Paul receives 2 votes <br />while the other 3 members receive only 1 vote. <br /> <br /> <br />
