A Waste Management Company <br /> <br />Surface water drainage from the north and west sides of <br />the Landfill will be diverted into the sedimentation <br />basin on the north side of the landfill. The basin has <br />been sized for the 25 year 24 hour storm event, an <br />overflow will be provided in the sedimentation basin that <br />will discharge to the existing pond on the north side of <br />the Landfill. These features can be seen on sheet A-24 <br />of the Vertical Expansion plans dated October 1988. <br />Drainage from the Landfill should not impact park areas. <br /> <br />WMMI will provide grading for drainage purposes as <br />outlined on plan sheet A-19 of the vertical expansion <br />plans dated October 1988 for restoration of the borrow <br />area. We will place 3-4 inches of native topsoil on the <br />borrow area and seed with a perennial grass seed mixture. <br /> <br />Data contained in the 1993 Annual Report shows that <br />groundwater in the area of the 50 acre parcel was at an <br />approximate elevation of 867 ft MSL. The base elevation <br />of the borrow area is approximately 874 ft MSL which is <br />7 feet above the ground water. When the borrow area was <br />designed the requirement was that the base elevation <br />should not be within 5 feet of the high groundwater <br />elevation. <br /> <br />A skating area appears to be a...good idea for the <br />recreational parcel; however, any special grading to <br />develop this facility would be at the City's expense. <br />If the skating are were to be excavated to groundwater <br />to provide an ice surface this may also require a permit. <br /> <br />The development of a ski trail is another good idea, but <br />again any tree removal or grading for this project would <br />have to be at the City's expense. If possible WM/~I <br />intends to market and/or develop additional land at the <br />Landfill. If the ski trail would be expanded beyond the <br />50 acre parcel it would be necessary to purchase the <br />additional property if available following passage of the <br />pending legislation. <br /> <br />Where the walkway encroaches on WM/~I's landfill buffer <br />area at the northwest corner of the Landfill we are <br />willing to grant the city an easement fox this purpose, <br />again, if we are able to do so in light of the pending <br />legislation. <br /> <br />WM/~I disagrees that the 23 acre parcel has no value and <br />have no problem with retaining ownership of this <br />property. So long as it is not transferred to the State <br />per the proposed legislation. <br /> <br /> <br />
