Many of the other tasks <br />listed (such/~s chipping, watering trees, trash and litter pickup, mowing, trimming, and <br />field maintergnce) could be performed using pan-me temporary personnel or contracting <br />with an outs~e party, making it possible for the full-time staff to focus more on the high <br />skilled tasks,i There is probably adequate planning in this department, but they should not <br />propose ad~tional projects without first securing the necessary personnel hours to <br />complete suc~ projects. <br /> <br />Streets: <br />The only stuffing request in this area is for a full-time Public Works Maintenance Worker <br />position in tl}e year 1996. The description of duties used to justify the request include <br />construct andimaintain streets and parking lots, perform vehicle and equipment maintenance <br />and welding,lperform building maintenance, install and mainudn drainage systems, plow <br />snow and sa~d streets, install and maintain signs. Also listed in thc description of duties <br />for pan-time personnel is mowing roadsides and cleaning catch basins. Many of the duties <br />listed above ~ould be performed by pan-time temporary or contract personnel as many of <br />the tasks are }seasonal. More department and proactive planning could make better and <br />more efficieni use of personnel and equipment rather than accepting the performance level <br />that existed i~ past years without question, review or auempted enhancement. <br /> <br />Prior to any ~ditional staffing (full-time, pan-time, temporary, seasonal, or contracting), <br />an analysis siinilar to the Park's Department Task Report is needed to determine the "peaks <br />and valleys"tfor tasks in the Streets Department. A long standing example is snow <br />removal. Sta~fmg seems to be adequate as demonstrated during the 1993-1994 snow plow <br />season usingI full-time city personnel and part-time temporary positions during large <br />snowfalls. <br /> <br />Parks and Streets: <br />19.84% of tM: total annual public works department hours was listed as "Administration" <br />on the 1993 Public Works Department Monthly Repot'/:, which is equivalent to 3,153.25 <br />hours annually, or 1.52 full-time equivalent (FFE). This is a significant amount of time <br />given that th~ departments include a total of seven staff members. As the Public Works <br />Supervisor is ~ow housed at City Hall, the increased availability of Adminiswative Services <br />to him should free up a portion of his 'Administration' time to inspections, sweeping, or <br />other field wc~rlc The same holds ume for the Parks/Utilities Supervisor. Assistance from <br />Administrativ~ Services should allow additional expenditure of rime on field duties. A goal <br />for 1994 shou~ld be to reduce the total number of 'Administration' hours to no more than 1 <br />FTE betweenlthe two supervisory positions by utilizing Administrative Services, proactive <br />planning, and training where necessary. This effort has begun by computerization of <br />monthly and ~ther reporting formats currently done by hand. <br /> <br />Trees: <br />The only requ~est in this area is in 1998 for the Environmental Specialist hours to increase <br />from 728 hoars per year to 1,040. In 1994 Administrative Services began setting up <br />inspections f~ the Environmental Specialist to increase.efficiency and service to residents. <br />Additional tir~e management training, as well as reassessing the services we provide and <br />how they areI provided to residents, could determine if the increas} in hours is truly <br />necessary.
