TRAINING POLICY <br /> <br />Purpose: <br /> <br />The City of Ramsey is charged with the responsibility of delivering services to a broad <br />constituency of public persons and organizations. These services are delivered by in-house staff <br />persons and contracted persons and agencies. The Ramsey City Council, in an effort to ensure <br />ongoing quality service delivery, provides for a program of training of its in-house staff. <br /> <br />Objective: <br /> <br />It is the primary objective of the training program that training dollars are spent on learning which <br />addresses organizational goals and follows a progression of skill development. Each department is <br />charged with the mandate of projecting individual staff training needs for the immediate budget <br />year as well as each of the next five years. <br /> <br />The department budget requests and future projections are to be evaluated by the training officer to <br />ensure compliance with organizational goals and budget allocations. The training officer is charged <br />with presenting the annual training budget to the staff budget committee and City Administrator. <br />The City Administrator is to present Ns/her recommendations to the Council Personnel and Budget <br />Committees as part of the annual budget process. <br /> <br />It is contemplated that within the training program that all departments and individual staff will be <br />afforded opportunities to ensure training goals are met. However, it is expected that <br />departments/staff will have varying levels of identified mining needs. Each staff person will not <br />be allocated a set training expenditure given the varying needs of the organization and the public. <br /> <br /> <br />
