Anoka County Contract # 900264-4 <br /> <br /> ; AGREEMENT FOR RESIDENTIAL RECYCLING PROGRAM <br /> <br /> THIS/~REEMENT made and entered into on the 10th day of May, 1994, notwithstanding <br />the date of the signatures of the parties, between the COUNTY OF ANOKA, State of Minnesota, <br />hereinafter referre~ to as the "COUNTY", and the CITY OF RAMSEY, hereinafter referred to as the <br />"MUNICIPALITY". <br /> <br /> WITNESSETH: <br /> <br /> WHERSAS, Anoka County has received $747,470 in funding from the State of Minnesota <br />pursuant to Minn. (Stat. § 115A.557 (hereinafter "SCORE funds"); and <br /> <br /> WHEREAS, the County wishes to assist the Municipality in meeting recycling goals <br />established by the ~Anoka County Board of Commissioners by providing said SCORE funds to cities and <br />townships in the C~, unty for solid waste recycling programs. <br /> <br /> NOW, ~HEREFORE, in consideration of the mutual covenants and promises contained in this <br />Agreement, the pajrties mutually agree to the following terms and conditions: <br /> <br />PURPC,SE. The purpose of this Agreement is to provide for cooperation between the County <br />and the Municipality to implement solid waste recycling programs in the Municipality. <br /> <br />TERM. 'The term of this Agreement is from January 1, 1994 through December 31, 1994, <br />unless ~arlier terminated as provided herein. ... <br /> <br />PROGF~AM. The Municipality shall develop and implement a residential solid waste <br /> recycling <br />program, adequate to meet the Municipality's annual recycling goal of 1,042 tons as <br />established by the County. "Recycling" means the process of collecting and preparing <br />recyclat~le materials and reusing the materials in their original form or using them in <br />manufa(:turing processes that do not cause the destruction of recyclable materials in a <br />manner [hat precludes further use. "Recyclable materials" means materials that are separated <br />from mb-ed municipal solid waste for the purpose of recycling, including paper, glass, plastics, <br />metals, and vehicle batteries. Refuse derived fuel or other material that is destroyed by <br />incinera':ion is not a recyclable material. "Problem material" shall have the meaning set forth <br />in Minn. Stat. § 115A.03, subdivision 24a. "Yard waste" shall have the meaning set forth in <br />Minn. Slat. § 115A.931. <br /> <br />REPOR TING. The Municipality shall submit the following reports semiannually to the County <br />no later.than July 20, 1994 and January 20, 1994.: <br /> <br />mn accounting of the amount of waste which has been recycled as a result of the <br />l~unicipality's activities and the efforts of other .community programs, redemption <br />lenters and drop-off centers. For recycling programs, the Municipality shall certify the <br />umber of tons of each recyclable material which has been collected and the number <br />f tons of each recyclable material which has been marketed. For recycling programs <br />rbn by other persons or entities, the Municipality shall also provide documentation on <br />fl;)rms provided by the County showing the tons of materials that were recycled by the <br /> <br /> <br />
