Since there are currenty two lots of record <br />which could only be developed by filling some of the lower lying areas, this alternative <br />could be ~iewed as a more positive alternative as it impacts drainage. <br />Streets, iAs mentioned earlier, Lot I will continue to receive access from St. Francis <br />Blvd. N.W. with Potassium Court as a backup in the event the access onto St. Francis <br />Blvd. is eliminated in the future. Lots 2 and 3 will continue to receive access from 168th <br />Lane N.W. <br /> <br />Utilities: iThis plat is in the rural district and lots will be served by on-site septic and well <br />systems. : <br /> <br />Park De~dieatiou: Normally, in a minor subdivision the City would collect park <br />dedicatior{ for each new lot created and the existing homestead is exempted. However, in <br />this case ~e don't have new lots being created but in reviewing records, Staff can find no <br />evidence ~hat park dedication was ever collected for the two existing lots that were <br />ori~nally platted in Klemish Addition. <br />Additionally, the Park Commission is recommending that the developer provide an <br />extension bf the trail easement parallel to St. Francis Blvd. N.W. It is noted that there is <br />an existing link of trail parallel to Lot 2 that is obstructed by wetland. The developer has <br />agreed to ~rovide the City with an easement across Lot 2 so that users of the trail can <br />circumvent the wetland and proceed north or south.. In the vicinity of Lot 1, the trail is <br />obstructed[by the driveway from Lot 1 onto St. Francis Blvd. The developer has also <br />ag-reed to pS'ovide the City an easement across the driveway for park trail purposes. <br /> <br />Park dedicition will consist of a land dedication for trail purposes. <br /> <br />The Ramsey City iCouncd w~ll be meeun~ at 7:00 p.m. on Tuesday, July 12, 1994 to consider <br />your request for 'final plat approval or'Haven Estates.
