TAX RATES r, Changes in the st~ate's property tax system and the slow growth in the value of business property have caused higher tax~s for homeowners in many cities· Market value of commercial property grew at a rate of 0.8% through~the state from 1991 to 1992 while home values increased 4.4% and farm values increased 7.0 %. Due to the differences in cities and the s~rvices they provide, it is very difficult if not misleading to compare allocation of service expenditur~.s to individual cities.
