Guy Trust <br /> <br />Dear Elliot: <br /> <br />This letter is in response to your request for final plat approval of a minor subdivision in the City <br />of Ramsey to be ~amed Guy Addition. We have received the preliminary plat as it is designated on <br />the plan, which Consists of one sheet drawn by Robert B. Sikich of Pioneer Engineering, dated <br />received by the City on July 19, 1994. This preliminary plat does not represent the final plat <br />intended to be recorded at the Count),. The City must receive a copy of the final plat as it is <br />proposed to be recorded, including the dedication sheet. We offer the following comments: <br /> <br />Oeneral: The proposed plat is in the B-3 Highway Business District and consists of <br />approximately 2.98 acres. The property currently consists of one unplatted lot and is <br />proposed':to be reconfigured into four platted lots. Ralph's Gun and Pawn currently <br />occupies what is proposed to be Lot 4. <br /> <br />Let Sizes .~nd Dimensions: The four lots proposed meet the 1/2 acre minimum lot size and <br />100 foot 10t width requirement in the B-3 District. <br /> <br />Non-Conforming. Building: Lot 4 has two buildings located on it. The easternmost <br />building ii; only 1 foot from the property line; this situation is not a result of the current <br />plattina process. Therefore, the building is considered non-conforming and may continue <br />to exzst. However, if the building ever goes vacant for 6 months, or if for an>, reason, it is <br />in need of repairs or maintenance that equal or exceed 50% of the market value of the <br />building, linen the building must be brought into conformity. To bring the building into <br />conformity would require providing a 10 foot side yard setback from the east proper'b, line. <br />To accomplish this would require acquisition of additional property to the east to make up <br />the shortage or a size reduction of the building. In Staffs opinion the building is blighted <br />and upon loss of non-conforming fights, the building should be demolished. City Staff <br />does not cQnsider granting a variance to the side yard setback to be an option in this case as <br />the building is much too close to the property line and should not be allowed to be <br />reconstructed in the same location should it ever be damaged to 50% or more of it's value. <br /> <br />Access to Lots from Highway #10: Currently, there are two accesses onto Hwy. #10 from <br />the subject' property. It is the City's intent to minimize the number of entrances onto Hwy. <br />#10. Staff has solicited comment from Mn/DOT regarding these accesses for suggestions <br />on maximizing safety. The verbal comments received to date from Mn/DOT indicate that <br />no more than 2 accesses should be allowed from Guy Addition onto Hwy. #10. In <br />addition, Mn/DOT suggests that there may be some benefit to relocating the existing <br /> <br /> <br />
