In addition, one new access onto Riverdalc is proposed. However, as a <br />result of platting Rivenwick, Feldspar will be realigned from a southeast/northwest <br />direction to a north/south direction. Thc a~eemem that has been negotiated with Ivan <br />Schwanzman (owner of affected R. ivenwick area), John Noard and thc City is that Mr. <br />Schwartzman will deed thc abandoned Feldspar right-of-way to thc City. The City will <br />deed the previous righbof-way, thc value of which is approximalely $20,000, to John <br />Noard to expand his off-street par'king area. In return for propcrt), received, Mr. Noard <br />will pave the new section of Feldspar from R.ivenwick to H. ighwa), # 10. <br /> <br />It does not appear that the existing access onto Pdverdale will serve any particular function <br />after thc expansion. There arc no doors on the south side of either thc existing storage <br />building or the proposed building addition. Staff would suggest removing thc existing <br />access and associated pavement and utilizing th~ m-ca for storm water sto,-ag¢ by providing <br />a mrf~ sump ar~a in this location. <br /> <br />I)¢s~n of Off-Str~.t P~rlcin~ and Drivew~y~ City Code requires that these areas be <br />sm-faced with concrete or ~.sphalt and that the perimeter of the pavement bc finished with 6 <br />inch continuous concrete curb. Thc site plan reflects that thc expanded off-street parking <br />areas will bc construc~e~ in accordance with City Code. <br /> <br />site is currently cormect~ to samtary sewer and municipal water services. <br /> <br />Land,~capin_.,, $creen~n¢: Minimum 20 foot landscape buffers are reeuired along streets; the <br />site, as it current]y ¢xism, meets these requirements. ThC site plan reflects that tu~ will be <br />established and existing trees will bc relocated to comply with landscape requirements in <br />the southwest comer of the she as a result of thc reaii=o'nment of Feldspm-. <br /> <br />Drainage: Since this facility proposes dischar~ng water direct]y to the storm sewer which <br />empties into the kiississippi River, it must receive a permit from the Lower Rum River <br />Water Management Organization. tn addition, the storm sewer located in Ebony Street <br />N.W. has limited capacity. An analysis should be prepared defining the ability of this <br />storm sewer to handle the increased runoff, un]~ss ii can be demonstrated that the runoff <br />can bc reduced to pre-expansion levels. <br /> <br /> <br />
