The developer should also work out the details <br />of this screening plan for identification in the development permit. <br /> <br />rchit¢ctura} Standards: City Code requires that in the IndUstrial District, exterior wall <br />nishe{ be of material other than metal on 50% of the exposed walls. The building exterior <br />is proposed to be rock face concrete block and the building front will be finished off with a <br />metal f~,cia; this proposal is in a~ordance with City Code, <br /> <br />~ City Code requires that all solid waste and refuse receptacles shall be <br />stored within a completely screened smacture or container. The site plan does not indicate a <br />waste ~torage area in accordance with City Code and the plan should be amended <br />accordingly. <br /> <br />Off Stre_e~ Parking - Design: In accordance with City Code, the off-street parking areas are <br />propose, gl to consist of a bituminous surfacing. For off-street parking areas, City Code <br />requires~a 3 foot setback from road right-of-ways. The proposed off-street parking areas <br />are proposed to be set back 20-22 feet from road right-of-ways. City Code requires that <br />the bitu'rrfinous surfacing be finished with continuous concrete curb. The site plan <br />proposes placing concrete curbing around the perimeter of customer/employee parking <br />areas but it does not show curbing the outer perimeter of the interior loading area. The site <br />plan must be correcw..d accordingly and it is not anticipated that the City would expect the <br />loading area to be curbed until the final phase of the developmem_ <br /> <br />Off Srre~ Parking - Spaces Required: City Code requires I parking space for each <br />employei on the maximum working shift. Phase.I proposes to employ 20 persons and <br />provides'32 parking spaces; Phase II proposes to employ 16 persons and provides 28 <br />parking ~aces; Phase III proposes to employ 20 persons and provides 48 parking spaces. <br />The developer will have to provide parking spaces that will be designated for handicapped <br />use in acdordance with the American Disabilities Act. <br /> <br />Loading :Orca: City Code requires a minimum of two loading docks for the size facility <br />proposed~ each loading dock should measure at least 12' x 60'. It appears that the loading <br />docks are:not proposed to be constructed until the third phase of the development. Staff <br />would assume that the interior loading area is not proposed to be paved until the third and <br />final phage of the building consmaction. In addition, n-uck traffic is not supposed to be <br />routed through customer/employee parking areas. Staff questions how the developer <br />proposes tO provide mack traffic with a paved access to a paved loading area until Phase III <br />is consmaCted. <br /> <br />Lighting: The exterior lighting plan is shown on the site plan and is acceptable. Any <br />lighting u~;ed to illuminate the site should be arranged to deflect light away from adjacent <br />properties ~and roadways. <br /> <br />Dm. inage: -No drainage or g-rating plans have been provided_ A topographic map indicates <br />that 15 fe=,t of elevation difference exists across the site, with a lowest point along the <br />southern plroperty line. It is recommended that a sump area be constructed along this <br />southern boundary having sufficient capacity to prevent runoff from leaving the property <br />boundaries; <br /> <br /> <br />
