DIRECT FEASIBILITY STUDY FOR THE EXTENSION OF SEWER,
WATER, ROAD AND STORM SEWER FACILITIES TO SERVICE
DENNIS SHARP PROPERTY
By: Steven Jankovvski, City Engineer

Background:

The City has been approached by Mr. Dennis Sharp for the development of an incubator
type, industrial park facility to be located on Lot 1, Block 1, Ramsey 67 Industrial Park.
This propertyis located south of County Road #116 between the Muc property and the
Listul Indus~es property. The development of this facility is within a TLF district and is
estimated to generate significant tax base for the City of Ramsey. Part of the requirements
for the development of this property is that sewer and water be extended to the property.
Also a roadway providing access to tile eastern boundary of the property will be necessary.

The developer is considering the possibility of extending these improvements to his
property as a private project. However, in the event this is not possible, we believe that the
City should initiate the process for installing these improvements as a public improvement
project. We are therefore requesting that the Council 'adopt the attached resolution whereby
it exercises its ,mthority to direct the initiation of a public improvement project by utilizing
it's g/Sths vote authority. Adopting this resolution would direct the City Engineer to
prepare a feasibility study on the improvements which would be the first step in the public
improvement process which would result in assessment for the improvements under State
Statute 429.

Recommendation:

Staff recommends adopting tile resolution authorizing the City Engineer to prepare a
feasibility study for the extension of sewer, water and roa. d facilities to service Lot 1, Block
1, Ramsey 67 Industrial Park.

Council ActiOn:

Motion to adopt Resolution #94-08- . directing the initiation of a public improvement
project (extension of sewer, water and road facilities) to service Lot 1, Block 1, Ramsey 67
Industrial Park.

Reviewed by:

City Engineer
City Administrator
Finance Officer
City Attorney
Economic Development Coordinator

CC: 08/09/94

/jrt'it
