POLICY ON EXURBAN DEVELOPMENT <br />By: Ryan Schroeder, City Administrator <br /> <br />CASE # <br /> <br />Background: <br /> <br />On April 6 and December 7, 1993, the Planning Commission reviewed a request from Wilbur <br />Dom to consrruOt townhouses in the Rum River Hills Subdivision. The City Council reviewed the <br />request at its Mitrch 8, 1994 meeting. At that meeting, Council directed staff to set up guidelines <br />for consideratiqn of exceptions to the City's rural density zoning. Council also directed that the <br />Planning Comrriission review whatever resulted. It also tabled the sketch plan request. <br /> <br />Attached is a resolution establishing criteria for consideration of exurban development. While this <br />was initiated in reaction to the Rum River Hills request, it has been written such that it should react <br />to any developr~ent request, townhouse or otherwise. Passage by Council of this resolution does <br />not provide Rurh River Hills with a development approval; it only provides a format under which <br />the Rum River Hills or other proposals shall be reviewed. <br /> <br />Apparently, the, Planning Commission did not suggest an3, policy changes at its August 2, 1994 <br />meeting. They did suggest, however, that the policy was confusing in spots and suggested that it <br />be reworded fop ease in reading. This policy has been forwarded to City Attorney Bill Goodrich, <br />Wilbur Dom of~ Rum River Hills, and Dennis Peck of Northfork, for review and comment.
