7/22/94 Draft Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #94-08- RESOLUTION ESTABLISHING CRITERIA FOR CONSIDERATION OF DEVELOPMENT OUTSIDE THE METROPOLITAN URBAN SERVICE AREA WHEREAS. the City of Ramsey contains approximately 3,000 dwelling units using on- site sewer systems; and WHEREAS, extension of public utilities, specifically sanitary sewer service, into areas now serviced by on-site sewer systems is difficult to program or predict as a result of a combination of Municipal Charter features and Regional Development Policies; and WHEREAS, certain undeveloped lands in areas of the City which remain outside of the Metropolitan Urban Services Area (MUSA) nevertheless have characteristics which may make limited development using on-site sewer systems of substantial benefit to the City; and WHEREAS, certain development types may tend to promote neighborhood cohesiveness, identity, stability, judicious land use, innovative design with a concomitant benefit to land value; and WHEREAS, in certain limited conditions these features would improve the range of housing opportunity including a housing type which currently does not exist in areas outside the MUSA; and WHEREAS, current rural service area voids exist for development types having all of the following characteristics generally: Ao B. C. D. E. Owner occupied Clustered construction Multi-unit in nature Common area ma/ntained by an association Significant areas of open space more than other predon'finant residential types - and - WHEREAS, the City's recent experience in working with Regional Planning Agencies in pro~essive]y planning our Urban Service District has found the process bureaucratic, arbitrary, protracted and not forthright, therefore the likelihood of appropriate planning and use of certain areas outside the MUSA has been denigrated through time. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: STATEMENT OF POLICY The City of Ramsey will allow the usage of multi-unit type developmentfor single family dwelling units using on-site sewer systems on a limited basis where such development meets the following criteria:
