While Council has expressed a negative opinion of the parcel east of the park parcel, <br />acquisition of this area would enhance the park [passive use area] and improve opportunities for <br />infrastructure construction removed from the active recreational areas or roadways [ water, sewer, <br />gas, electric and stom~ water]. <br /> <br />Included as an attachment is an April 4, 1994 WMMI response to Council's desires for <br />consideration of parcel enhancements. A new issue is the 10,000 cubic yard rough grading of <br />Sunwood Drive. If we believe that we will not be allowed ownership ultimately of the road right- <br />of-way, it m'Aces sense to allow WMMI to provide a 10,000 cubic yard sledding hill instead (see <br />#4 above and #1 in the WMMI letter). Further, even if we are allowed Sunwood Drive, if land <br />south or surrounding the roadway cannot be developed, it also m~es sense, I believe, to provide <br />the sledding hilt (See #5 above). Personally, I believe that in the end, industrial development and <br />Sunwood Drive N.W. will be allowed. Hence, it is recommended that we proceed with the <br />roadway rough grading. The area of benefit is approximately 100 acres, which will allow for <br />eventual construction of 1.5 million square feet of industrial space Inot an5' time soon of coursel. <br />Land of that value and the incumbent tax value cannot be 'allowed to lay fallow forever, particularly <br />given ongoing mitigation activities. <br /> <br />Council Action: <br /> <br />Authorize City Administrator and City Attorney to negotiate a transference agreement for the 50- <br />acre parcel and an,,,, adjacent land areas deemed to benefit the reuse of the 50-acre parcel. <br /> <br />Reviewed by: <br /> <br />City Administrator <br /> <br />CC: 8/9/94 <br /> <br /> <br />
