CASE # 3 <br /> <br />APPOINTING A RESPONSIBLE AUTHORITY <br />AND ASSIGNING DUTIES <br /> By: Ryan Schroeder, City Administrator <br /> <br />Background: <br /> <br />On June 13, ~1994 City Attorney William Goodrich sent staff a memo regarding the Data <br />Practices Responsible Authority, which is attached for you to review. This memo states <br />that the Mitmesota Data Practices Act requires that a city must appoint a responsible <br />authority by:resolution and must provide to anyone .who asks for it, the name, title and <br />address (work address) of the responsible authority. <br /> <br />Chapter 13,~Government Data Practices, regulates the collection, creation, storage, <br />maintenance, dissemination, and access to government data in state agencies, statewide <br />systems, and ipolitical subdivisions. <br /> <br />Some examples of the requests for information we receive are: 1. Whether or not a request is for public, private, or confidential information. <br /> 2. Verification of employment. <br /> 3. Verification of past and current wage information for employees. <br /> <br />Recommendation: <br /> <br />As many of the requests for information relate to personnel issues or items contained in <br />personnel fil6s, I recommend that Administrative Services Manager Kay McAloney be <br />appointed City of Ramsey Responsible Authority. <br /> <br />Staff recommends that the Personnel Committee approve the attached resolution Appointing <br />a Responsible Authority and Assigning Duties. <br /> <br />Committee Action: <br /> <br />To approve/not approve the attached resolution Appointing a Responsible Authority and <br />Assigning Duties and to forward the resolution to City Council. <br /> <br />Review Checklist: <br /> <br />City Adminis~ator <br />CiD, Engineer <br />Administrative Services Manager <br /> <br />PC: 08/9/94 <br /> <br /> <br />
