The staff offers the <br />following cc, mmegts regardiog ~urfa~ water, slormwa*,cr ranoff and ~tat~ of proposals for a ne':.' <br />major river crossing: <br /> <br />1. Surface Water <br /> <br />The proposed ea~l-west collector roadway skirts the south edge of Sun~h Lake, a Minnesota <br />Department of Natural Resources (MnDNR) protected wetland, and traverses two other MnDN'R <br />protected wetlands. A total of approximately 0.80 acres of Type 3 wetlands will be impacted by <br />the proposed construction. <br /> <br />To lesS'eh the imPacts on'the'wetland'the:proposer may complete the sections of construction in <br />the wetland 'area~ dUring the'winter'months. :'The proposer also mentioned the need for a more <br />detailed wetland :evaluation as part 'of the final .design phase.. . .... <br /> <br />The proposer should be aware that the Metropolitan Counci{ (Council) has two policies that <br />addres.q water qa~ality and protection. The Council's Water Resources Management Development <br />Guide/Policy plar6 Part 3 states in policy 3-4 that: <br /> <br />The Council, through its numerous review and approval authorities, will preserve <br />ail protex-:ted and unprotected watercourses -- including associated wetlands, <br />channels, floodplains, and shorelands - to enhance water quantity and quality and <br />to preser3ve their v. colo~r, zd functiom. <br /> <br />Policy 3-6 of the same policy plan states: <br /> <br /> The Metropolitan Council, in conducting its project approvals and reviews will protect the <br /> utility of the region's water and related land resources and seek their restoration where <br /> needed. ~Any action that threatens the viability of the water and related resource will be <br /> negatively reviewed. '. <br /> <br />The Comacil's policy .follows the'PrimarY directive of the Wetland Conservation Act of 199t which <br />recommends avoidance as '~ first 'alternative to wetland destruction.
