The Council has several concerr~ with the proposext Project. The delineation of the wetlan~ <br />m~t. be compieted before construction begins. Until <br />imposMbte to determine the BT, e and exact wetland a~reage that will be impacted by the proposed <br />proiect and to properly mitigate_ the wetland_loss. <br /> <br />2. Storm, Water Runoff - · <br /> <br />The Twin Cities Metropolitan Area is fortunate to h.~sve an abundance of' lakes and rivers. <br />Preservation of these waterbodies and 'the a~m(ated Wildlife habitat is a major component of the <br />Council's planning framework. Measures t0 preserve and enhance the environment can be found <br />in all of the Council's major system and poll9' plans. Policy 7 of the Metropolitan Development <br />and ]nvestrnenl Framework (M_DIF) states that the CoUncil: <br /> <br />supports the maintenance of environmental quality throughout the region and will <br />support programs or strategies to maintain or improve the natural environment, <br /> <br />An interim strategy to address the nonpoint source Pollution issue and to implement policies 3.-~ <br />and 3-6, was devcioped in 19'22. Thc Counci) adopt~,~-J Lb: nonpoL'at source pollutio~ strategy and <br />the strategy took effect on September 30, I992. The interim strategy is for all metropolitan area <br />waterbodies and includes any waterbodies which are sU_bjec! to storm water runoff. <br /> <br />One goal of the Council's interim strategy is t° maintain and improve the natural environment <br />Reducing nonpoint source poliution to area Waterbodies resulting from activities that impact land <br />use has a number of positive outcomes; it has an overall positive effect on the environment, <br />improves the water qualiD, in lakes, streams, and wetlands and allows for fishable and sv,4mmable <br />waterbodies. · ' ~ i <br /> <br />~ the ci~ of' RamSey's Major Comprehensive Plan Amendment submitted October 20, 1993 and <br />re~,ised March 1!, 1994, the project proposer has. agreed to adopt the Council's interim strataD, by <br />.tanuary l, 199,5. Although the comprehe~ive plan amendment has not been approved by the <br />Council, the city of Ramsey should comply with the Council's pohcies in the interim strategy for <br />this proposed project 7'o comply with these, pohcies, the proposer must: <br /> <br /> Adopt design standard~ for new storm waiSt'ponds that reduce the contaminant <br /> loadin~ from surface water runoff. The pcmds should be designed according to <br /> National Urban Runoff Program ,(~) or similar criteria, <br /> Include in their storm water plans the Minnesota Pollution Control Agencies' <br /> urban 'best management practice, s' titled Prozecring Wazer Quality in Urban .Areas <br /> <br />· Adop: the Mn'DNR% sboreianc~ regulations as found in the Statewide Staruiardxfor <br /> Management of Shoretand Areas. <br /> <br />The. EAW mentions that the proposer will require the contractor ~o comply w/th an erosion and <br />sediment control plan but does not specify the erosion control cr/ter/a to be used. The proposer <br />should use acceptable erosion arid sediment control srandar~ for the proposed project. <br /> <br />The proposed project will create approxd.mateJy 6.3 acres of impervious surface. The drainage <br />fi.om the proposed paved roadway will be dkected to storm sewerS by the curblines. The. outlets <br />for these storm sewers ',,All be to the wetlan~ thus retaining the natural drainage patter,as. Prior <br />to discharge into the wetlands or Sunfish Lake, sediment basins and stdmmers Mil be provide& <br /> <br /> <br />
