Tlae proposer should be aware that Council poll%, requh'es that all storm water be pre_.settled prior
to discharge to all iwetian~. Ail xexha:aent basins designed for the proposed project should be
degignea:t according to NLII:CP ~tandarcis or ~imiiar criteria.

3. Ramse¥-D~gtg~ Mississippi Rjr.er .Corridor

The project description states: 'q'he region's ultimate transportation goal is to relieve traffic from
Hi[2hway 10 and 169 by routing traffic acro.~ the Mixsissipi River by the proposecl Ramsey-Da~on
corridor. Tl~e proposed alignment of Sunwood Drive is essential to the projected traffic patterns
to make this plan work' It should be noted that at thi~ time the Metropolitan Council bas not
committed supporl to a specific fiver crowing between Ramsey and Dayton. The Council's 1989
Major River Crewing Study includes the fol_lo~4_ng recommendation:

While a number of studies have been completed concerning new fiver crossings in this
area, no agreement has been reached on improvement~ or locatiorm. V~rlaile the total
regional demand can generally be satisfied by providing increased capacity at TH 610 and
at 1-694, the orientation of this demand may still require an additional fiver crossing. The
affected cities and counties in cooperation with Mn/DOT and the Metropolitan Council
should c~mplete the studi~ needed to determine the design and loc_~tion of an additional
fiver crossing, and they should preserve the right-of-way for future implementation.

This will conclude the Council's rev/ew of the F_AW. No formal action on the EAW will be taken
by the Council. If you have any questions, please contact Ann Braden, Council graft at 291-65~_5.

Sincerely, .-~.

Chuck Ballentin~r
Office of Loc21 Assistance

David Hartley, Metropolitan Council District 9
Lynda Voge, Metropolitan Council Staff
